El ingeniero Marcelo Gioda fue Responsable del Área de Fibra Óptica de Plantel Exterior de la División Redes de Cables e Informática de Siemens Argentina en 2001. Fue Jefe de Obra de Fibra Óptica, Telefonía y CATV en Siemens entre 1994 y 2001. Los clientes fueron las principales empresas de telecomunicaciones de Argentina. Sus responsabilidades, según la obra, abarcaban relevamiento en sitio, ingeniería de proyecto, requerimientos de personal, requisición de materiales, análisis de costos, programación, supervisión y control de calidad y avance de obra, corrección de desvíos, certificación de tareas, verificación de conformes a obra, análisis de resultados e informe final. Fue enviado por Siemens como especialista en obras de fibra óptica en torres de alta tensión a Colombia, Chile, Uruguay, además de Argentina. En 1993 fue administrador de redes informáticas Novell Netware, mientras era docente en el departamento de comunicaciones de la Universidad Nacional de Río Cuarto, en Argentina.
Fue programador de sistemas de gestión y tarifadores de centrales telefónicas pequeñas. Ha realizado cursos de: Estudio de demanda y planificación fundamental de redes de telecomunicaciones, Jefe de Obra en Telefonía, Redes de transmisión por guía-ondas ópticos, Atención al cliente, Normas ISO 9000, Instalación de redes de CATV a 750 mhz, entre otros.

Engineer Marcelo Gioda was Head of Fiber Optic Outside Plant Department of Siemens Argentina, in 2001. He was Installation Engineer-Supervisor for Fiber Optic, Cable TV and Telephone Projects at the Informatic & Cables Networks Division of Siemens, between 1994 and 2001. The customers were the most important communication companies in Argentina. In accordance with the project, his responsabilities were: site survey, project engineering, resource forecasting, material requirements, budgets, work planning, quality and installment control, certification of works, survey as built, post analysis and final report. He was sent by Siemens as a specialist in fiber optic projects on lattice tower lines with high-voltage to Colombia, Chile, Uruguay and, Argentina also. In 1993, he was Communication Networks Administrator, of a Novell Netware System, and Assistant Professor at the Communication Department of the National University of Rio Cuarto, Argentina. He was a programmer,
co-author of an administrative and tariffer program of a Small Telephone Exchange. He had taken several courses: Demand Study & Fundamental Planning of Telecommunication Network Projects, Installation Engineer of Telephone Networks, Fiber Optic Transmission Networks, Customer Care, Standard ISO 9000, Installation of Cable TV Networks at 750 Mhz, among others.
